MANILA, Philippines — Severe Tropical Storm Gardo (international name: Higos) is expected to exit the Philippine area of responsibility (PAR) on Friday while the southwest monsoon or “habagat” will trigger rain showers over parts of Luzon and the Visayas, according to the state weather bureau.
