PASCO, Wash. — Two dogs at Tri-Cities Animal Services avoided euthanasia after rescuers stepped in, but some volunteers said the situation led to new limits inside the shelter.
Volunteers said some areas that had been open to them were changed to staff-only spaces. They said those areas included rooms for dogs with behavioral or medical needs, the same rooms that held Stan and Russ.
